P.S. Since the above letter was drafted, a telegram has arrived here stating that a Russian Squadron, consisting of the turret-ships "Poltava" and "Sevastopol" the armoured – cruiser "Gromsboi" and five torpedo boats is shortly starting for the Far East. Such an imminent substantial increase to the Russian Naval Strength in these waters makes it all the more necessary that Great Britain should naterially strengthen her Fleet out here as soon as possible.
